President Donald Trump is considering an executive order that would ban tax-exempt nonprofit organizations from issuing grants outside the United States, according to a source familiar with internal discussions.
The proposed order would target organizations registered under section 501(c)(3) of the Internal Revenue Code, a category that includes religious charities, disaster relief groups, and some of the nation’s largest philanthropic foundations. The law allows these organizations to channel large amounts of money out of the U.S. with very little oversight. While many legitimate humanitarian organizations operate under this designation, a lot of liberal, woke agendas have also been funded through this system.
“There’s definitely an effort to limit and scrutinize federal tax dollars being shipped overseas, ramp up scrutiny of foreign acquisitions, protect research and [intellectual property], along with critical supply chains. And we’re seeing it across all the different departments,” according to a source close to the White House.
A potential ban would impact a wide range of nonprofit and religious organizations. In 2023 alone, World Vision International sent more than $70 million to Ukraine.
Also affected would be high-profile, left-wing NGOs like the Open Society Foundations, founded by billionaire George Soros. Open Society Foundations distributed grants in over 100 countries and managed $130 million in “impact investments” in 2022. In 2023, the Gates Foundation sent $3 billion to 135 countries, focusing on “gender equality” and “global health.”
